Map votes

What are the rules on making map votes, cancelling rock the votes or changing to a map to your own likings?
It happens to often IMO and sometimes it can get very frustrating, not just to me but most of the server attenders.

Yeah, but it's a map vote. The entire server has a choice.

or just nominate n rtv get rid of votes and changes all together make a bigger rotation
