REMOVE ROOKIE VOTING PRIVELAGES.
Seriously though, it's hard enough to become higher rank and get better as is, but it's even harder when everytime you get to anything above a T3, there's a mass spam of RTV's and a spam of "1" during map votes.

Or just take away the tiers from the map votes. That would solve the overall problem.
