- spamming binds and/or global chat commands
- actively annoying a large majority of the server

Keep in mind that there's almost no chance that any members will vote + for you if you aren't decently known on the servers on CSS.

I think this is the biggest problem. Most recent maps are barely even good enough to make it onto the server, let alone get VIP.
